Why does the system report an existing submission in progress and prevent me from submitting?

A submission will proceed successfully once the following conditions are met:

1. At least one document is associated with the product
   • A product must include at least one SmPC or PIL before it can be submitted.
     
2. No conflicting Product Group metadata changes are in progress
   • A new document version can be submitted to a product even if other products in the same Product Group already have submissions in flight.
   • However, a submission that includes changes to shared Product Group-level metadata, such as the Product Group name, Active ingredients, or other shared group fields, will be blocked while another submission in the same group is still active.
   • The other submission must be completed before shared metadata can be changed.
     

Once these conditions are met, the submission can be continued and completed.
